In March the city’s ferry division signed a five-year, $19 million fuel contract without asking for bids. The supplier, Keel Line Energy, had been incorporated eleven weeks earlier.
Keel Line owns no tankers and no storage. It buys fuel from the same distributor the city used before, and resells it to the city at a markup of nine cents a gallon.
The division’s former director, who approved the deal as an emergency purchase, now works for Keel Line as a consultant.
We are making this investigation free to read for a month because every ferry rider pays for it.
